Hurricane Helene's Impact on South Carolina Stormwater Systems

Hurricane Helene carved a 500-mile path of destruction in September 2024, with 28 SC counties receiving FEMA disaster declarations. Here's what property owners need to know about stormwater recovery and compliance.

Hurricane Helene made landfall near Perry, Florida on September 26, 2024 as a Category 4 hurricane with maximum sustained winds of 140 mph. It tied as the 14th most powerful hurricane to strike the United States since recordkeeping began. What made Helene different from a typical Gulf Coast hurricane was the inland path. The storm carved a 500-mile swath of destruction from Florida’s Big Bend through Georgia, the Carolinas, and into Appalachia.

The numbers are staggering. More than 250 people died, making Helene the deadliest hurricane to hit the U.S. since Hurricane Maria in 2017. Total damages reached $78.7 billion, with some estimates projecting up to $200 billion in total economic impact. Across the Southeast, 7.4 million customers lost electricity. In Georgia alone, agricultural losses exceeded $5.5 billion in crops and timber, with tens of thousands of homes damaged as far north as Augusta.

In South Carolina, 28 counties received FEMA disaster declarations for Individual Assistance. The combination of high winds, heavy rainfall, and storm surge of 15 to 20 feet overwhelmed stormwater infrastructure across a huge geographic area. From the coast to the Upstate, systems that were designed for local storm events were hit with conditions far beyond their design capacity.

The Scale of Stormwater Damage

Helene didn’t just damage stormwater systems. In many areas, it destroyed them.

Storm surge along the coast pushed saltwater inland through drainage systems, corroding metal components and depositing sand and marine debris in ponds and pipes. Inland, the combination of saturated soils and high winds toppled trees into ponds, crushed outlet structures, and blocked drainage channels. Flooding scoured embankments, separated pipe joints, and undermined roadway crossings.

The damage wasn’t limited to a single type of property or system. HOA communities along the coast saw retention ponds filled with storm surge debris. Commercial properties in the Midlands dealt with flooded parking areas where drainage systems were blocked by sediment. Golf courses across the Lowcountry experienced severe erosion along water features and drainage channels.

The common thread: the systems were overwhelmed, and any existing maintenance issues compounded the damage. Properties that entered the storm with deferred repairs experienced significantly worse outcomes.

FEMA Declarations and What They Mean for Property Owners

With 28 South Carolina counties receiving Individual Assistance declarations, property owners in those counties gained access to FEMA programs for disaster recovery. But understanding how those programs interact with stormwater systems is important.

FEMA’s Individual Assistance program primarily covers residential property damage, including temporary housing, home repairs, and personal property replacement. It doesn’t typically cover stormwater infrastructure repair for private properties. That responsibility falls on the property owner, the HOA, or the commercial entity that owns the system.

FEMA’s Public Assistance program does provide funding for publicly owned infrastructure, including municipal stormwater systems. Local governments can apply for PA funding to repair damaged public drainage systems, roads with stormwater components, and publicly maintained BMPs. But the timeline for PA funding is long. Applications, reviews, and disbursements can take months to years.

For property managers, this means you can’t wait for government programs to fix your stormwater problems. Private systems need private repairs, and the longer you wait, the more damage accumulates from subsequent rain events.

South Carolina’s Resilience Infrastructure

South Carolina has been building statewide capacity for disaster recovery and flood mitigation, and Helene tested that capacity severely. The SC Office of Resilience coordinates statewide efforts for flood mitigation, disaster recovery planning, and infrastructure investment. As of late 2024, the state had 81 active flood mitigation projects, including voluntary property buyouts in repetitive flood zones and stormwater infrastructure upgrades in vulnerable communities.

These state-level efforts are important context for property owners. New regulations, updated floodplain maps, and infrastructure investment priorities all flow from the state’s resilience strategy. Property owners in areas affected by Helene should expect increased attention from local stormwater programs and potentially new compliance requirements tied to resilience planning.

In Charleston, where flooding is already a persistent issue, Helene added urgency to ongoing infrastructure planning. The Army Corps of Engineers had already been conducting a 3-year study to assess inland stormwater and tidal flooding risks. Helene’s damage will likely accelerate the recommendations and timelines coming out of that study.

What Property Managers Should Do After a Major Hurricane

Recovery after a storm of Helene’s magnitude is a process, not a single action. Here’s the sequence that gets the best results. For the other half of the cycle, the work you do before the next storm rather than after this one, use our hurricane season stormwater prep checklist.

Phase 1: Safety and Documentation (Days 1-7)

Stay out of standing water. Floodwater after a hurricane contains sewage, fuel, pesticides, and hazardous materials. Don’t send maintenance crews into flooded areas until water has receded.

Once it’s safe, document everything. Photograph all damage to stormwater ponds, outlet structures, pipes, embankments, drainage channels, and any affected buildings or infrastructure. Take video of water flow patterns if standing water is still present. Note water levels, debris locations, and any visible structural damage. This documentation is the foundation for insurance claims, FEMA applications (if applicable), and repair planning.

Phase 2: Emergency Repairs (Days 7-30)

Identify what can’t wait. Active sinkholes, failed embankments that threaten buildings or roads, completely non-functional outlet structures, and blocked drainage that’s causing ongoing flooding all need immediate attention. These are safety hazards and they’ll get worse with each rain event.

Contact your stormwater maintenance provider. After a major hurricane, demand for emergency repair services spikes. Getting on the schedule early matters. Provide your documentation so the crew can arrive prepared with the right equipment.

Phase 3: Full Assessment and Repair Planning (Days 30-90)

Once emergency issues are stabilized, schedule a complete system assessment. This goes beyond the visible damage. A thorough assessment includes checking underground pipes with camera inspection, evaluating embankment stability, measuring sediment accumulation, testing outlet structure function, and comparing current conditions to the original design plans.

The assessment produces a prioritized repair list with cost estimates. This is what you’ll need for budget planning, insurance negotiations, and board presentations (for HOA properties).

Phase 4: Insurance Claims and Stormwater Systems

Stormwater infrastructure damage is often underrepresented in insurance claims. Many property managers focus on building damage, landscaping, and common area repairs, and overlook the stormwater system entirely. This is a mistake.

If your pond embankment eroded, your outlet structure was damaged, pipes separated, or sediment was deposited throughout your system, those are legitimate storm damage claims. The key is documentation showing the system was in reasonable condition before the storm. Pre-storm inspection reports, maintenance records, and photos are your strongest evidence.

Work with an adjuster who understands site infrastructure, not just buildings. And get repair estimates from a qualified stormwater contractor to support the claim amounts. Vague descriptions of “pond damage” don’t get funded. Detailed scopes of work with costs do.

Phase 5: Rebuild vs. Repair

Some damage from a Category 4 hurricane goes beyond repair. When an outlet structure is completely destroyed, an embankment has been breached, or a pipe system has multiple separations, rebuilding to current standards may be more cost-effective than patching the old system.

This is also an opportunity. If your stormwater system has been undersized for years, post-hurricane reconstruction may qualify for upgraded designs that better handle the actual rainfall your property receives. Discuss this with your engineer and your local MS4 program. Some jurisdictions offer incentives or improved permitting for post-disaster upgrades.

Regulatory Implications

After a hurricane of Helene’s magnitude, regulatory agencies shift their focus. SCDHEC and local MS4 programs understand that systems are damaged. They’re typically flexible with compliance timelines immediately after a disaster, provided that property owners are actively pursuing repairs.

But that flexibility isn’t permanent. If your system was damaged in September and you still haven’t started repairs by the following spring, expect enforcement attention. Document your repair timeline, communicate with your local stormwater program, and keep records showing progress. Major hurricanes often accelerate regulatory changes that were already under consideration. What was a proposed standard before the storm may become a requirement after it.
