Hurricane Season Stormwater Prep: A Property Manager's Checklist
Atlantic hurricane season runs June through November. This checklist helps property managers prepare stormwater systems before, during, and after major storms.
Quick answer: Complete stormwater prep before June 1 by inspecting all BMPs, clearing drainage paths, repairing known deficiencies, and lowering pond levels before a storm hits. After a storm, check outlet structures and clear blocked inlets within 24-48 hours. Properties that completed pre-season inspections before recent storms saw their systems perform as designed, while those with deferred maintenance faced cascading failures and emergency repair costs 3-5 times higher than scheduled work.
Atlantic hurricane season runs from June 1 through November 30. Six months. That’s half the year where a single storm can overwhelm stormwater systems that aren’t ready for it.
If you manage property in the Lowcountry, stormwater preparation isn’t optional. South Carolina has 21% of its housing units at risk of storm surge. Tropical Storm Chantal hit Georgetown County in July 2025 and reminded everyone what poorly maintained drainage systems look like after a major rain event. Flooding, erosion, failed outlet structures, sediment-choked ponds. The damage was expensive, and much of it was preventable. This checklist breaks stormwater preparation into three phases: before the storm, during the storm, and after the storm. Print it out. Share it with your maintenance team. Work through it now, before the next system spins up in the Atlantic.
Before the Storm: Pre-Season Preparation
Pre-season work is where you save the most money. Every dollar spent on preparation prevents multiple dollars in emergency repairs. Start these tasks no later than May, and complete them before June 1. Better yet, do the assessment in the off-season. Inspect All Stormwater Infrastructure
- Walk every stormwater BMP on your property. Ponds, swales, detention basins, underground systems, catch basins, and outfall pipes.
- Check outlet structures for damage, blockage, or corrosion. A failed outlet during a hurricane turns a controlled pond into an uncontrolled flood source. See outlet structure failures and their warning signs for what to look at.
- Measure sediment levels in ponds and forebays. If sediment has reduced capacity by more than 25%, schedule removal before hurricane season. Our guide on when it’s time to dredge covers how to measure it properly.
- Inspect all inlet grates, catch basin hoods, and trash racks. Clear any debris.
- Document the condition of every component with photos and notes. This baseline documentation is critical for insurance claims if storm damage occurs.
Clear Drainage Paths
- Remove debris from all open channels, swales, and ditches. Leaves, branches, trash, and sediment slow drainage when you need it most.
- Confirm that all pipe connections are intact. Check for separated joints, crushed sections, and root intrusion.
- Verify that outfall pipes discharge freely. Walk the outfall and confirm there are no obstructions, beaver dams, or sediment plugs at the discharge point.
- Mow detention basins and swales. Tall vegetation slows flow velocity, which sounds good in theory, but during a hurricane you need maximum conveyance capacity.
Address Known Deficiencies
- Complete any deferred erosion control repairs. Eroded banks and slopes will get dramatically worse during a hurricane.
- Repair or replace damaged outlet structures. Don’t go into hurricane season with a known structural failure in your storm drainage system.
- Stabilize any bare soil areas with seed, sod, or erosion blankets. Exposed soil is the first thing to wash away.
- If you’ve been putting off pond dredging, at minimum clear the forebays to recover some storage capacity.
Prepare Emergency Supplies and Contacts
- Stock sandbags, inlet protection devices, and temporary erosion control materials on site.
- Confirm your stormwater contractor’s emergency contact information and verify their availability during storm events. Don’t wait until the storm is 48 hours out to make this call.
- Review your property’s stormwater management plan and know where the critical infrastructure is located.
- Save copies of your stormwater permits, inspection reports, and as-built drawings in a location accessible during power outages (cloud storage, not just a desktop folder).
Know Your Resources
South Carolina’s Office of Resilience coordinates statewide flood management and preparation efforts. Their resources are worth reviewing, especially if you manage property in flood-prone areas. SC Severe Weather and Flood Safety Week, which took place March 2-8, 2025, highlighted the importance of community-level preparation. During the Storm: Monitoring and Response
Once a storm is approaching, your preparation work should already be done. The during-storm phase is about monitoring, protecting people, and documenting.
48 Hours Before Landfall
- Perform a final walk-through of all stormwater facilities. Clear any new debris that has accumulated since your pre-season prep.
- Deploy sandbags or temporary barriers around critical infrastructure if directed by your emergency plan.
- Secure or remove any loose materials near stormwater facilities that could become debris during high winds. Trash cans, construction materials, signage, and field supplies all become projectiles.
- Lower pond water levels if your outlet structure allows it. Pre-drawdown creates additional storage capacity for incoming rainfall.
- Notify residents or tenants about potential flooding areas and drainage paths. People park cars and store belongings in low areas without realizing those areas are designed to flood.
During the Event
- Stay indoors. Don’t attempt to inspect stormwater systems during a hurricane or tropical storm. It’s not worth the risk.
- Monitor local weather reports and emergency notifications for flood warnings specific to your area.
- If safe to observe from a protected location, note any areas where water is ponding unexpectedly, flowing in new directions, or exceeding normal flood levels. These observations help with post-storm assessment.
- Document visible flooding with photos or video from safe locations. Timestamp everything.
After the Storm: Assessment and Recovery
Post-storm is where the real work happens. Move quickly. The first 48 to 72 hours after a storm determine whether minor damage stays minor or escalates into a major repair project.
Immediate Assessment (First 24-48 Hours)
- Conduct a full property walk-through as soon as it’s safe. Look for standing water where it shouldn’t be, new erosion channels, displaced riprap, and structural damage to pond banks and outlet structures.
- Check every outlet structure. Confirm that ponds are draining and that outlet pipes are flowing. A blocked outlet after a storm can cause ongoing flooding.
- Inspect catch basins and inlets. Storm debris frequently blocks these, causing localized flooding in parking lots, roads, and building perimeters.
- Look for erosion on slopes, embankments, and around pipe penetrations. Active erosion needs immediate stabilization, even if permanent repair comes later.
- Document everything with photos, measurements, and written notes. This documentation supports insurance claims, FEMA assistance applications, and compliance reporting.
Short-Term Stabilization (First Week)
- Clear all blocked inlets, outlets, and drainage paths. This is the single most impactful thing you can do in the first few days.
- Install temporary erosion control on any new bare soil areas. Silt fence, straw wattles, or erosion blankets prevent secondary damage.
- Pump standing water from areas where it shouldn’t be, if draining it naturally isn’t possible.
- Coordinate with your stormwater contractor for emergency repairs on any structural failures.
Recovery and Restoration (Weeks 2-8)
- Schedule a professional inspection of all stormwater BMPs. Post-storm conditions may reveal damage that isn’t visible from a surface walk-through.
- Prioritize repairs based on risk. Structural failures and active erosion come first. Cosmetic issues and vegetation restoration can wait.
- Remove storm-deposited sediment from ponds, forebays, and channels. Sediment from a single major storm can equal years of normal accumulation.
- Re-stabilize all eroded areas with permanent solutions. Temporary measures bought you time; now install proper armoring, regrading, or vegetation.
- Update your stormwater management plan and maintenance records to reflect post-storm conditions and completed repairs.
- File any required reports with your municipality or SCDES. Some permits require notification of damage to stormwater facilities.
Lessons From Recent Storms
Tropical Storm Chantal’s impact on Georgetown County in July 2025 showed what happens when stormwater systems aren’t ready. Properties with deferred maintenance saw cascading failures. Sediment-choked ponds overtopped. Blocked outlets caused flooding in areas that had never flooded before. Eroded banks collapsed. The cost of emergency repairs far exceeded what proactive maintenance would have cost.
Properties that had completed pre-season inspections and addressed deficiencies before Chantal arrived fared much better. Their systems performed as designed, and post-storm recovery was faster and cheaper.
The pattern holds for every storm. Preparation works. Deferred maintenance doesn’t just cost more. It costs more at the worst possible time, when every contractor in the region is booked and material costs spike.
