What Tropical Storm Chantal Taught Us About Stormwater Preparedness

Tropical Storm Chantal hit Georgetown County, SC in July 2025, causing massive flooding and exposing stormwater failures across the region. Here's what property managers should learn from it.

At roughly 4 a.m. ET on July 6, 2025, Tropical Storm Chantal made landfall near Litchfield by the Sea in Georgetown County, South Carolina. Sustained winds hit 50 to 60 mph with stronger gusts. The storm pushed inland, eventually causing catastrophic flooding in central North Carolina. But the immediate damage along the South Carolina coast was severe enough to expose stormwater failures that had been building for years.

Chantal was the only significant tropical storm to make US landfall during the 2025 Atlantic hurricane season. National damages reached up to $9 billion, with Gallagher Re estimating $500 million in insured losses. For a storm that wasn’t even a hurricane, it packed a punch that caught many property owners off guard.

If you manage property in the Lowcountry, Chantal wasn’t just a weather event. It was a stress test. And many properties failed it.

What Happened on the Ground

Georgetown County sits about 10 to 20 miles south of Myrtle Beach. The area includes a mix of residential communities, commercial properties, and golf courses with extensive stormwater infrastructure. When Chantal arrived, it brought heavy rainfall on top of already saturated soils from a wet early summer.

The flooding wasn’t limited to obvious flood zones. Properties with stormwater ponds, detention basins, and drainage networks saw failures in systems that were supposed to prevent exactly this kind of damage. Ponds overtopped their banks. Outlet structures that hadn’t been inspected in years failed under pressure. Sediment that had accumulated over multiple seasons blocked flow paths. Erosion that had been “on the list” for repair suddenly became a full bank collapse.

The pattern repeated across the county. Properties with maintained systems handled the storm. Properties with deferred maintenance didn’t.

Weeks later, the Lowcountry and southeast Georgia got hit again. On August 22 and 23, a stalled cold front produced flash flooding across the SC Lowcountry and coastal Georgia. Systems already weakened by Chantal took additional damage. For properties that hadn’t started repairs yet, the August flooding compounded the problem significantly.

Then October brought a third round. A stalled system dropped 11 inches on Georgetown County over 72 hours and closed streets in downtown Charleston and Myrtle Beach. Lesson 1: Deferred Maintenance Is Not a Budget Strategy

This is the biggest takeaway from Chantal, and it’s not new. But the storm illustrated it with painful clarity.

Stormwater systems degrade slowly. Sediment accumulates an inch at a time. Erosion creeps a little further each season. Outlet structure corrosion doesn’t happen overnight. Because the degradation is gradual, it’s easy to push maintenance to next quarter, next year, next budget cycle.

Then a storm arrives and every deferred item fails at once.

Property managers who had been putting off pond dredging found that their ponds didn’t have the capacity to handle Chantal’s rainfall. The sediment they’d been ignoring took up storage capacity that the pond needed. Instead of containing runoff, the pond overtopped, flooding adjacent properties and structures.

The math is straightforward. A planned pond dredging might cost $40,000 to $80,000. An emergency dredging after a storm, combined with bank repair, outlet structure replacement, and downstream damage, can easily exceed $200,000. Deferred maintenance doesn’t save money. Across the properties we’ve seen in Bluffton, Beaufort, and the broader Lowcountry, outlet structures are consistently the component most likely to fail during a storm. And when they fail, the consequences cascade.

An outlet structure controls how water leaves a pond. If it’s a riser pipe, it determines the permanent pool elevation and the rate of discharge during storm events. If the riser is cracked, the trash rack is collapsed, or the pipe is clogged, the pond can’t drain properly.

During Chantal, multiple properties in Georgetown County experienced outlet failures that turned controlled ponds into uncontrolled flooding sources. In some cases, the outlet had been visibly deteriorating for years, but the repair kept getting delayed.

What to do differently: Inspect outlet structures at least annually. Check for corrosion, cracking, settlement, and blockage. If your outlet structure is more than 15 years old, have an engineer evaluate it. And if an inspection reveals damage, fix it before hurricane season. Not after. Lesson 3: Drainage Paths Need to Be Clear Before the Storm

Chantal’s damage wasn’t all about ponds. A significant amount of flooding occurred because drainage paths between buildings, parking lots, and stormwater facilities were partially blocked.

Catch basins full of debris. Swales overgrown with vegetation. Pipe connections with root intrusion. These are minor issues in dry weather. During a tropical storm dumping inches of rain per hour, they’re the difference between water reaching the pond and water flooding a building.

The August flash flooding event reinforced this point. Properties that had cleared their drainage paths after Chantal handled the August rains better than those still waiting on repairs.

What to do differently: Clear all drainage paths as part of your pre-season preparation. Walk every swale, ditch, and pipe run. Clear every catch basin. It’s unglamorous work, and it’s some of the most effective flood prevention you can do.

Lesson 4: Documentation Saves You Money After the Storm

Property managers who had current inspection reports, as-built drawings, and pre-storm condition photos were in a much stronger position after Chantal. They could demonstrate to insurance adjusters exactly what changed during the storm. They could differentiate between pre-existing conditions and storm damage. They could file compliance reports with specific before-and-after data.

Property managers without documentation had a harder time. Insurance claims took longer. Disputes about pre-existing conditions delayed settlements. Without a baseline, every post-storm deficiency was questionable: was it caused by Chantal, or was it already there?

What to do differently: Conduct and document a full stormwater system inspection before each hurricane season. Take photos of every outlet structure, pond bank, swale, and drainage path. Store the documentation in the cloud where it’s accessible even if your office loses power. This documentation is just as important as the physical maintenance.

Lesson 5: Emergency Response Plans Need to Be Specific

“Call our contractor” is not an emergency response plan. After Chantal, every stormwater contractor in the Georgetown and Myrtle Beach area was booked. Property managers who had pre-arranged emergency repair agreements with their contractors got service first. Those who called around looking for availability waited weeks.

The same shortage played out for equipment. Pumps, sandbags, erosion control materials, and excavation equipment were all in high demand and short supply in the days after landfall.

What to do differently: Before hurricane season, confirm your contractor’s emergency availability in writing. Stock basic emergency supplies on site. Know which stormwater components on your property are most vulnerable and have a prioritized repair plan ready to execute. Don’t make decisions under pressure that you could have made in March.

Lesson 6: Coastal Properties Need Higher Design Standards

Chantal had sustained winds of 50 to 60 mph. It wasn’t a major hurricane. It wasn’t even a hurricane at all. Yet it caused billions in damages and exposed widespread infrastructure failures.

The Lowcountry will see stronger storms. Properties designed to minimum standards and maintained to minimum levels won’t hold up. Property managers should be asking their engineers and stormwater contractors whether their systems are designed to handle a 25-year or 100-year storm event, not just the minimum regulatory requirement.

South Carolina’s Office of Resilience has been pushing statewide for better flood management and higher design standards. That push makes sense when a tropical storm, not a hurricane, can cause $9 billion in national damage.

For properties in Hilton Head, Savannah, Charleston, and the rest of the coast, the question isn’t whether a stronger storm will come. It’s whether your property will be ready when it does.

What Property Managers Should Do Now

If Chantal exposed problems on your property, fix them. Don’t wait for next season’s named storms to compound the damage.

  1. Get a professional inspection. A post-storm assessment identifies damage you might not see from the surface. Undermined pipe joints, shifted outlet structures, and subsurface erosion all need professional evaluation.
  2. Prioritize structural repairs. Outlet structures, bank stabilization, and pipe repairs come first. Cosmetic restoration can follow.
  3. Clear and restore all drainage paths. Every catch basin, swale, ditch, and channel should be flowing freely.
  4. Update your maintenance schedule. If your pre-Chantal maintenance frequency wasn’t enough, increase it. Annual inspections are the minimum, not the standard for properties in storm-prone areas.
  5. Build a pre-storm checklist. Use Chantal as a baseline. What failed? What worked? What would you do differently with two weeks of warning? Write it down and execute it next May.

The 2025 season gave the Lowcountry a warning. Chantal wasn’t the “big one.” But for properties with deferred stormwater management and aging infrastructure, it was bad enough.
