Retention Pond vs Detention Pond: What's the Difference and Why It Matters
Retention ponds hold water permanently. Detention ponds hold it temporarily. Understanding the difference affects maintenance costs, compliance, and how your property handles stormwater.
Quick answer: A retention pond holds water permanently and treats stormwater through settling and biological processes. A detention pond is designed to be dry between storms, temporarily holding runoff and releasing it slowly to prevent downstream flooding. Retention ponds cost more to maintain due to dredging ($25,000-$100,000+) and aquatic vegetation management, but they provide better pollutant removal.
Walk through any neighborhood or commercial development in the Lowcountry and you’ll see ponds. They’re everywhere. But not all stormwater ponds work the same way, and the difference between a retention pond and a detention pond affects everything from your maintenance budget to your compliance obligations.
They look similar from the road. Both sit in low areas. Both collect runoff. But they manage stormwater through fundamentally different mechanisms, and treating them the same costs property owners thousands of dollars in avoidable repairs.

What Is a Retention Pond?
A retention pond holds a permanent pool of water. It’s designed to capture stormwater runoff and retain it indefinitely. The water level rises during storms as new runoff flows in, then gradually returns to its normal pool elevation through a combination of evaporation, infiltration into the soil, and controlled discharge of water above the permanent pool level.
The permanent pool serves a treatment function. Suspended sediments settle to the bottom. Biological processes break down pollutants. Aquatic vegetation along the edges filters nutrients. The longer water stays in the pond, the more treatment it receives before any excess is released downstream.
If your HOA has a pond with water in it year-round, it’s almost certainly a retention pond. They’re the most common stormwater management feature in residential developments across coastal South Carolina and Georgia.
What Is a Detention Pond?
A detention pond is designed to be dry between storms. It temporarily holds stormwater runoff and releases it at a controlled rate through an outlet structure, typically a pipe or weir sized to limit the discharge to pre-development flow rates.
The key word is “temporarily.” A properly functioning detention pond fills up during a rain event, holds the water for hours or sometimes a few days, then drains completely. Between storms, it looks like a grassy depression or a shallow basin. You might not even realize it’s a stormwater facility until you see the inlet pipes and outlet structure.
Detention ponds control the rate of runoff rather than the volume. Their primary job is preventing downstream flooding by slowing down stormwater release. They provide some water quality treatment through settling, but less than retention ponds because the water doesn’t stay long enough for biological treatment.
How Each Type Treats Stormwater
The treatment difference comes down to time.
Retention ponds give stormwater days or weeks of contact time with the permanent pool. Sediment drops out. Microorganisms consume dissolved pollutants. Plants along the littoral zone take up nitrogen and phosphorus. By the time water leaves a well-maintained retention pond, it’s significantly cleaner than when it arrived.
Detention ponds move water through faster. Heavier particles settle during the hold period, but finer sediments and dissolved pollutants often pass through. Some detention basins include forebays to improve treatment, but they can’t match the pollutant removal of a properly sized retention pond.
For properties near sensitive waterways, and that includes much of the Bluffton, Beaufort, and Hilton Head area, this treatment difference is why local municipalities and SCDES often require retention-based systems.
Maintenance Differences and Costs
Both pond types need regular maintenance. But the work involved is different, and so are the costs.
Retention Pond Maintenance
Retention ponds require:
- Sediment removal (dredging). Sediment accumulates on the pond bottom over time, reducing storage capacity. Dredging is typically needed every 10 to 20 years and is the single largest maintenance expense, running from $25,000 to over $100,000 depending on pond size and sediment volume. - Aquatic vegetation management. Algae blooms, invasive plants, and overgrown littoral shelves reduce pond function and create aesthetic problems. Regular treatment and periodic replanting are part of the cycle.
- Bank stabilization. Wave action, water level changes, and foot traffic cause erosion. Eroded banks introduce sediment and can undermine adjacent infrastructure.
- Outlet structure maintenance. The riser, weir, or control structure that manages pool elevation must be inspected regularly. Blocked or damaged outlets cause water levels to rise uncontrollably.
Detention Pond Maintenance
Detention ponds require:
- Mowing and vegetation management. Since detention basins are dry most of the time, they grow grass. They need regular mowing to prevent woody vegetation from taking root, which can damage the basin’s grading and obstruct flow paths.
- Sediment removal from forebays. Sediment collects at inlet points and forebays. This needs to be cleaned out more frequently than full-pond dredging, but the volumes are smaller and the cost is lower.
- Outlet clearing. Detention pond outlets are prone to clogging with debris, leaves, and sediment. A blocked outlet turns your detention pond into an unintentional retention pond, which creates flooding risk and compliance issues.
- Erosion repair. The repeated cycle of filling and draining creates erosion at inlet and outlet points. These areas need periodic repair and sometimes reinforcement with riprap or other stabilization.
In general, detention ponds have lower annual maintenance costs because they don’t require aquatic management or deep-water sediment removal. But when a detention pond’s outlet fails or its grading degrades, the repair costs can spike quickly.
Which Is More Common in Coastal SC and GA?
Retention ponds dominate the Lowcountry market. There are good reasons for that.
Flat terrain. Coastal South Carolina and Georgia are flat. Detention ponds rely on gravity to drain, and when there’s minimal elevation change between your site and the nearest outfall, controlling discharge from a detention basin is an engineering challenge. Retention ponds work better in flat conditions because they’re designed to hold water permanently and don’t need as much grade to function.
High water tables. The water table in much of the Lowcountry sits just a few feet below the surface. A detention pond designed to be dry will often have groundwater seeping in, creating a permanent pool whether you want one or not. At that point, you’ve a retention pond that wasn’t designed as one, and the outlet structure, grading, and maintenance plan are all wrong for how it’s actually performing.
Water quality requirements. Municipalities in the area, including Bluffton, Beaufort, and Charleston, place a strong emphasis on water quality treatment for stormwater discharges. Retention ponds provide better pollutant removal, which helps meet the water quality standards tied to NPDES MS4 permits.
Developer preference. Retention ponds double as aesthetic amenities. Homebuyers in the Lowcountry expect ponds, and a well-maintained retention pond adds to property values. A dry detention basin that grows weeds between events doesn’t have the same appeal.
Common Problems With Each Type
Retention Pond Problems
- Excessive sediment accumulation that reduces storage volume and treatment capacity. This is the number one long-term issue.
- Algae blooms caused by nutrient loading from fertilizer runoff, pet waste, and lawn clippings entering the pond.
- Bank erosion that destabilizes the shoreline and introduces sediment.
- Invasive plant species that choke out designed vegetation and alter pond hydraulics.
- Outlet structure failure that causes uncontrolled water levels and potential flooding.
Detention Pond Problems
- Clogged outlets that prevent draining, leading to standing water and mosquitoes.
- Erosion at inlet and outlet points from repeated high-velocity flow during storms.
- Woody vegetation growth in the basin bottom that damages grading and obstructs flow.
- Sediment clogging of underdrain systems in infiltration-style basins.
- Conversion to unintentional retention when groundwater or blocked outlets keep the basin wet.

When Municipalities Require One vs the Other
Local stormwater ordinances and SCDES permit conditions determine which type of pond a development must install. The decision depends on several factors:
Water quality goals. If the receiving waterway is impaired or classified as outstanding resource water, the municipality will likely require retention-based treatment. The May River watershed in Bluffton is a prime example.
Flood control priorities. In areas with documented flooding problems, detention may be required to control peak discharge rates, sometimes in combination with retention for water quality.
Site conditions. Soil type, water table depth, available space, and downstream capacity all influence which pond type is feasible. Sandy, permeable soils in the Lowcountry favor infiltration-based systems. Clay soils farther inland are better suited to traditional detention.
Local ordinance. Some municipalities specify preferred BMP types in their stormwater management design manuals. Others evaluate each project individually based on site conditions and discharge points.
