What Is a Stormwater BMP? Types, Maintenance, and Why It Matters

Quick answer: A stormwater BMP (Best Management Practice) is any engineered structure or system that manages rainwater runoff from developed land. Common types include retention ponds, detention basins, bioretention areas, sand filters, and swales. They’re required by federal, state, and local regulations on virtually all developed properties. Neglecting BMP maintenance leads to flooding, water quality violations, and fines that can reach thousands of dollars per month.
If you manage a commercial property, HOA community, or multifamily development, you almost certainly have stormwater infrastructure on your property. You may have heard the term “BMP” thrown around in inspection reports or municipal correspondence without a clear explanation of what it actually means. This guide breaks it down in plain language.
What Does BMP Stand For?
BMP stands for Best Management Practice. In the stormwater world, a BMP is any structure, system, or technique designed to manage rainwater runoff from developed land. When rain falls on rooftops, parking lots, and roads, it can’t soak into the ground the way it would on undeveloped land. Instead, it runs off quickly, picking up pollutants and increasing in volume and speed. BMPs exist to slow that water down, store it temporarily, filter out pollutants, and release it at a controlled rate.

Why Do BMPs Exist?
There are two primary reasons your property has BMPs.
Regulatory compliance. Federal, state, and local regulations require developed properties to manage stormwater runoff. When your property was built, the developer was required to install stormwater controls that met specific engineering standards. Those systems became part of your property, and the responsibility to maintain them transferred to you, whether that’s the property owner, HOA, or management company.
Environmental and community protection. Unmanaged runoff causes real problems. It erodes stream banks, floods downstream neighborhoods, carries fertilizers and oils into lakes and rivers, and degrades water quality. BMPs prevent those outcomes when they’re functioning correctly.
Common Types of BMPs
Here are the most common stormwater BMPs you’re likely to find on residential and commercial properties.
Retention Ponds
A retention pond holds a permanent pool of water at all times. You’ve likely seen these. They’re the ponds scattered throughout subdivisions and commercial developments, often with fountains.
Retention ponds work by holding stormwater long enough for sediment and pollutants to settle to the bottom. The permanent pool also provides biological treatment as aquatic plants and microorganisms break down contaminants. During a storm, the water level rises and is slowly released through an outlet structure.
What to watch for: Sediment accumulation on the bottom, algae blooms, erosion along the banks, and clogged or damaged outlet structures.

Detention Basins
A detention basin looks similar to a retention pond but is designed to be dry between storms. It’s essentially a large, graded depression in the ground, sometimes with a flat, grassy bottom, that temporarily holds water during and after rain events and then drains completely.
Detention basins manage the rate of runoff by capturing a large volume of water quickly and releasing it slowly through a pipe or outlet. This prevents downstream flooding.
What to watch for: Sediment buildup on the basin floor, standing water that doesn’t drain within 72 hours (which indicates a clogged outlet), invasive vegetation, and erosion on the side slopes.
Bioretention Areas
Bioretention areas, sometimes called rain gardens, are shallow, landscaped depressions filled with a specially engineered soil mix and planted with specific vegetation. They’re designed to capture runoff, filter it through the soil media, and either allow it to infiltrate into the ground or drain through an underdrain pipe.
These systems provide excellent pollutant removal, but they depend on the health of the soil media and vegetation to function. They’re smaller than ponds and often tucked into parking lot islands, along building perimeters, or in common areas.
What to watch for: Standing water that persists more than 48 hours after rain, bare soil where plants have died, sediment deposits on the surface that clog the soil, and mulch that has washed away.
Sand Filters
Sand filters are engineered systems, sometimes above ground, sometimes below, that pass stormwater through a bed of sand to remove pollutants. They’re common in urban settings where space is limited.
You may not even know you have a sand filter because many are installed underground in concrete vaults. They require periodic inspection and sand replacement to continue functioning.
What to watch for: Reduced flow rates, standing water above the sand surface, discolored or compacted sand, and sediment accumulation in the pre-treatment chamber.
Underground Detention Systems
These are exactly what they sound like: large underground chambers, pipes, or vaults that store stormwater beneath parking lots, buildings, or other developed areas. They’re invisible from the surface, which is both their advantage and their risk. Because you can’t see them, problems often go undetected until they cause failures.
What to watch for: Sinkholes or settling in the pavement above the system, water surfacing in unexpected locations, and a lack of inspection records (which usually means no one has looked inside in years).
Swales
A swale is a shallow, vegetated channel designed to convey and treat stormwater as it flows across a property. Swales slow water down, allowing sediment to settle and some water to infiltrate the soil. They’re common along roadways, between parking areas, and at property boundaries.
What to watch for: Erosion within the channel, bare spots where grass has worn away, standing water that indicates poor grading, and debris or sediment blocking flow.
What Happens When BMPs Aren’t Maintained
When stormwater BMPs are neglected, problems compound over time. Sediment fills ponds and basins, reducing their storage capacity. Outlet structures clog, causing water to back up or overtop. Vegetation dies or becomes overgrown, compromising filtration and flow. Erosion undermines structures and creates safety hazards.

Basic Maintenance Requirements
Every BMP is different, but most share some common maintenance needs:
- Regular inspections. At minimum, BMPs should be inspected annually and after major storm events. Many jurisdictions require inspection reports to be filed with the local stormwater authority.

- Vegetation management. Mowing, invasive species removal, and replanting keep vegetated BMPs functioning. Overgrown vegetation can block inlets, outlets, and flow paths.
