Charleston's New Water Plan: What It Means for Property Owners
Charleston released its Complete Integrated Water Plan in 2024, a 25-year strategy covering stormwater, tidal flooding, and sea level rise. Here's what property owners should expect.
In 2024, Charleston’s Mayor’s Office of Resilience and Sustainability released the city’s Full Integrated Water Plan, commonly called the Charleston Water Plan. It’s the most ambitious water management planning effort in the city’s history, and it’s going to change how property owners think about stormwater in Charleston for the next 25 years.
This isn’t a wish list. It’s a detailed, basin-by-basin plan that identifies specific problems, proposes specific projects, and sets timelines for implementation. If you own or manage property in Charleston, understanding this plan matters. The regulations and infrastructure changes it drives will directly affect your property and your maintenance requirements.
What the Plan Covers
The Charleston Water Plan takes a 25-year planning horizon and addresses five interconnected water challenges: tidal flooding, sea level rise, stormwater runoff, storm surge, and groundwater intrusion. Previous planning efforts treated these as separate problems. The Water Plan recognizes they’re all aspects of the same challenge.
A detention basin designed to handle stormwater doesn’t work when the outfall is submerged by a king tide. A sea wall that blocks storm surge can also trap stormwater behind it. The Plan’s integrated approach accounts for all five water challenges simultaneously.
The Plan draws on the “Dutch Dialogues” framework. Charleston brought in Dutch water management experts to apply strategies from the Netherlands, where managing water is a matter of national survival. The Dutch approach treats water as something to be managed and lived with, not simply blocked or drained. That philosophy runs through the entire Plan.
18 Drainage Basins
One of the Plan’s most significant features is that it breaks the city into 18 drainage basins, each defined by the major creeks and rivers that serve as their receiving waters. This basin-by-basin approach means that projects and priorities are tailored to local conditions rather than applied citywide with a one-size-fits-all strategy.
Each basin has its own hydrology, flood risk profile, and mix of residential, commercial, and institutional properties. By organizing around natural drainage boundaries, the Plan targets investments where they’ll have the most impact.
For property owners, the basin structure matters because regulations and project timelines depend on which basin you’re in. A project prioritized for the James Island basin may be years away in the Daniel Island basin. Knowing your basin is the first step to understanding how the Plan affects you.
Feature Projects and Prototypical Projects
The Plan details two categories of projects. The first is 8 larger feature projects, each one a significant infrastructure investment designed to address major flood risk in a specific area. The second is 100+ smaller prototypical projects that can be replicated across multiple basins.
James Island: Willow Walk Stormwater Park
One of the signature feature projects is the Willow Walk Stormwater Park on James Island. The project would rehabilitate a creek system that drains into the Stono River, converting an underperforming drainage corridor into a combined stormwater management facility and public park. The concept uses green infrastructure, including constructed wetlands, bioretention areas, and floodplain restoration, to slow and treat stormwater before it reaches the river.
For property owners near the project area, this could mean improved downstream capacity that reduces flooding on their properties. It could also mean new requirements for how private stormwater systems connect to the rehabilitated creek system.
Johns Island: River Road Resilience and Bohicket Road Raising
Johns Island has two significant initiatives. The River Road Resilience project addresses chronic flooding along a corridor that floods during both rainfall events and tidal surges. Bohicket Road Raising would physically boost a section of road that currently floods during high tide events, cutting off access to neighborhoods and businesses.
These projects illustrate the Plan’s integrated approach. Road raising isn’t just a transportation fix. It’s a stormwater management strategy that keeps drainage infrastructure accessible and functional during tidal events.
Implementation: The Basin Flood Action Committee
To move from plan to action, the city formed a Basin Flood Action Committee responsible for implementation oversight. This committee coordinates across city departments, manages project timelines, and engages with property owners and community groups.
The committee structure is important for property owners because it’s the body that will recommend new regulations, prioritize projects that affect specific neighborhoods, and make decisions about how private development and redevelopment intersect with the Plan’s goals. Attending committee meetings or tracking their recommendations gives property owners early visibility into changes that will affect them.
Problems the Plan Uncovered
The planning process itself revealed infrastructure problems that were worse than expected. Inspections during the planning phase found malfunctioning 20-year-old check valves that had failed to prevent seawater from backing up through stormwater outfalls during high tides. These valves were supposed to keep tidal water out of the drainage system. When they failed, every high tide pushed saltwater into pipes, ponds, and basins that were designed for fresh stormwater.
The saltwater intrusion causes two problems. First, it reduces the stormwater storage capacity of the system because the pipes and ponds are partially filled with tidal water before any rain falls. Second, saltwater accelerates corrosion on metal infrastructure, shortening the lifespan of pipes, grates, and outlet structures. For property owners, this finding is a warning sign. If the city’s own infrastructure had check valves that failed silently for 20 years, private systems likely have similar hidden problems. Properties in tidal-influenced areas of Charleston should have their outfall check valves and backflow prevention devices inspected. If you don’t know whether your system has check valves, that’s reason enough to schedule an assessment.
The Army Corps of Engineers Study
Running parallel to the Water Plan, the U.S. Army Corps of Engineers has been conducting a 3-year study to assess Charleston’s inland stormwater and tidal flooding risks. This study uses detailed hydrological modeling to evaluate how the city’s drainage systems perform under various scenarios, including sea level rise projections, increased rainfall intensity, and combined tidal-rainfall events.
The Army Corps study will produce recommendations for federal investment in Charleston’s water infrastructure. It may also produce updated flood maps that reclassify properties into different flood zones, which would directly affect insurance requirements and rates.
Property owners should watch for the study’s findings. If your property gets reclassified into a higher flood zone, your flood insurance costs increase. What This Means for Property Owners
The Charleston Water Plan signals several changes that property owners should prepare for.
Expect New Regulations
The Plan’s basin-by-basin approach will likely produce new stormwater regulations tailored to specific drainage basins. Properties in basins with the highest flood risk will see the most stringent requirements first. These could include mandatory stormwater system inspections, specific maintenance standards, restrictions on impervious surface coverage, and requirements for green infrastructure on new development and major renovations.

Infrastructure Assessments Are Coming
As the city implements basin-level projects, it will need to understand how private stormwater systems connect to and interact with public infrastructure. Expect the city to request or require assessments of private stormwater systems in project areas. Properties that can demonstrate their systems are well-maintained and functioning properly will have smoother interactions with the city. Properties with deferred maintenance or non-functional components may face enforcement actions. Property Maintenance Requirements May Increase
The Plan’s emphasis on system-wide performance means that individual properties can’t be weak links. If your stormwater BMP isn’t performing, it degrades the performance of the entire basin. The city has both the incentive and the authority to enforce private system maintenance more aggressively as it invests billions in public infrastructure.
Property Values Will Be Affected
Long-term, the Plan’s investments should reduce flood risk in Charleston, which supports property values. Short-term, properties in high-priority basins may see temporary impacts from construction, updated flood maps, and new compliance costs.
What to Do Now
If you own or manage property in Charleston, take three steps now.
First, find out which of the 18 drainage basins your property falls in. The Water Plan documents are available through the Mayor’s Office of Resilience and Sustainability.
Second, get your stormwater system assessed. Know its current condition, identify deferred maintenance, and understand how it connects to the public drainage system. This gives you a baseline before new regulations take effect.
Third, budget for stormwater maintenance as an ongoing line item. The Charleston Water Plan makes it clear that the city is moving toward higher standards for private system maintenance. Properties that have been keeping up won’t feel much impact. Properties that have been deferring will face catch-up costs.
